Windows XP password protection

How do I set up WIndows XP with password protection
BEFORE the "welcome" screen?

You don't as Windows is not running yet.
You need to set the BIOS password if you want to stop at that time.
Check your motherboard manual or contact the manufacturer for details.
The BIOS password has nothing to do with the operating system, in fact
an operating system does not have to be installed for the BIOS
password to work.
