Yes. See here:

Bring along your .wab file if you also want your old contacts list. After
you
copy the files to a directory on the hard drive of your new computer, make
sure the copies are read-write instead of readonly before you import them
into Windows Mail.

If this import does not bring in your old contacts, start Windows Mail, then
click on Tools, then Windows Contacts, then Import, then Windows
Address Book File (Outlook Express contacts), then Import, then find the
..wab file and click on it, then Close, then close the Contacts window.

I bought a new computer with Vista. My old computer was still Windows 98. I sent my files via email to my own email address. but they havn't shown up on the new computer. is it because its Windows Mail and not Outlook Express?

So, your new Vista computer is not receiving any emails?
Is there an error message when you try to receive? If so, we'll need
a copy of that error message.
What happens when you send an email to yourself?

Some email programs, such as Windows Mail, are set up so that by default,
if you send a message to yourself, the same email program that uploads the
message will then download it. Usually, unless you have set your email
program to request otherwise, the messages that have been downloaded
will then be erased from the server, and therefore unavailable to download
on
another machine.

-- There is no error message. nothing happens. I emailed the stuff to myself before I hooked up the new one.

As a test you should send an email to yourself from the new computer.

Who is your email provider? If they have webmail access, you should check
that email account with your browser, just to make sure there are in fact
messages waiting to be downloaded.

Verizon is the provider. We'll have to try sending one to myself from the new one.
