Windows XP Networking / ICF Problem

I have LAN of 100 PCs having all kind of windows version in OS. My problem
starts with Windows XP Professional, every Windows 98 users can have access
to my hard drive by means of default sharing of C drive (ie. C$ ) of Windows
XP. This default share I am not able to remove. Also when I enabled ICF, C
drive's default sharing get closed by the same time I disconnected from my
network. My objective was I want stay connected with network without any kind
of default sharing. I also need to share some files and folders sometimes
apart from default sharing. I have installed all hotfix.

How do I set this scenario in Windows XP Professional edition ?

How do I set this scenario in Windows XP Professional edition ?

The C$ administrative share is only accessible by administrator
accounts. To access your computer's C$ share, someone on one of the
other computers has to have the same user name and password as an
administrator account on your computer.

To prevent such access, create passwords for the administrator
accounts on your XP Pro computer that are different than the passwords
for the same account names on the other computers.
