Windows XP lost. It's a long story.I need help

I stupidly experimented with my computer and lost the use of windows XPHome ed. and also lost my outlook express 6 E-mail connection (originally upgraded from windows mellinium to win xp home). I managed to reinstall windows mellinium but not the E-Mali connection. I can bring up windows xp but cannot activate the start button nor any of the taskbar items. (I keep getting the rotating hourglass). I am told that in order to get windows xp back I need to uninstall it and then reupgrade all over again but I cannot find out how to uninstall windows xp. Is this the correct thing to do. I tried system restore too late because I reinstalled winxp thinking it would work. Appreciate your expertise on this one. I sure learned my lesson on this one. Thanks in advance for taking the time for reading this long winded problem. Franktee

My suggestion would be to format the drive and install XP,
insert the cd do not install, power down the laptop, boot
the laptop, and do a clean install, if your version of XP
is an upgrade the install is going to ask for a
win9X/NT/ME/2000 cd for verification make sure you have at
least one of these or you will not be able to install.
