Windows xp licensing error (license.cfg)

Help!

I'm having a problem with windows xp professional. I'm
getting a windows appear saying my license.cfg file is
missing or corrupt and to solve this problem I should
obtain a license from microsoft. The screen also tells me
I should send my credit or debit card details with my PIN
number, this seems very odd. I believe it is a virus of
some description but have run virus checker and it found
nothing.
I believe it has something ro do with the file
licensing.exe but if i delete this file it just recreates
it.

I have also checked different machines and they do not
have a license.cfg file or licensing.exe file.

If any one can help It would be a life saver.

Its just someone trying to get your credit card and pin numbers.
NEVER NEVER answer these e-mails.
