Windows XP (KB828741) security download

Can download ok but will not install. Get error
message "connot copy clbcatq.dll.
check location c:\windows\system32\dlcache to see if this
is the correct location
 
Using Google, search clbcatq.dll. You will find a lot of information
related to this file, and even how to repair it.
