Windows XP Hotfixes - canI delete them?

I have many Windows XP Hotfixes on the hard drive. They
take a lot of space. I would like delete them, if
possible. Is it ok to do? Was operating system already
updated, and does not need these files anymore?
 
The XP hotfix files shouldn't be deleted. If you do delete them XP will only
attempt to reinstall them by downloading them from the windows update site.
A hotfix 'is' a windows update.

The above question has been asked so many times. And I've always
wondered about the reply.

I always thought hotfixes got applied to the programs being updated.
Why does this result in separate folders for each hotfix?

AFAICT, the folders that get attention are named
"$NTUninstallXXXXXXXX", where XXXXXXXX = each hotfix. Do we truly
have to keep those folders forever?
