Windows XP Hotfix KB823980 not recognised

I also have experienced and have tried installing 5 times
and rebooting each time. Every time Windows updates tells
me I need this update. i have tried KB article 822798 and
the above mentioned KB neither works. This update
apparently does not install itself into the registry.
Anyone have any answers?

Yeah, I'm experiencing the same embuggerance.
