Windows xp home problem

When I go to windows explorer I try to create a new folder and receive a
message that says "Missing dll cdtrc.dll. Windows explorer nor my computer
will not let me create a new folder. Does anyone know what I need to do to
eliminate this error? Thanks in advance for your help.
