Windows XP Home Machine cannot be seen

I have a network that involves several machines of various OSes behind
a firewall/router. There are a few XP Home machines and of these,
there is one problem machine that has a problem I can't figure out.

It can ping out, it can get on the network and it can access shared
files on the network. However, no other machine of any OS (including
other Home machines) can access it or even ping it.

At first I thought it was ICF so I disabled that entirely. It didn't
work. Then I tried resetting the IP stack with NETSH. That didn't work
either.

I'm kind of at a loss ... I wuold like to avoid reformatting the
machine if I could, any solutions?

Apparently it was third-party firewall software that I wasn't told
about ... I searched for it earlier, but couldn't find it until
recently. I finally had to check msconfig to disable it.
