After I use my computer for other tasks, I insert a CD in
my ROM Drive. I get an error that the CD is defective or
not installed. I shut off the computer, insert my CD,
restart the computer and the CD drive then picks up the
CD and works.

Try cleaning the drive first. If it continues to do the same thing,
replace it. Assuming it's a reader only, you can replace it for
less than $25 US.
