Windows XP Home Edition Firewall

I have a clients pc that I cannot enable the firewall.
It comes up with message " For your security, some settings are controlled
by Group Policy".
The firewall settings are greyed out and in the OFF position.
There had been viruses on the pc. These have been cleaned as per Symantec
directions.
Antispyware has removed the rubbish it found.
NAV 2004 is installed.
Mcafee antispyware is also installed.
PC is using XP SP2.

Any suggestions muchly appreciated.
