Windows XP Folders $NtUninstallKB821157$

There are 23 Numeric titled Sub-folders in my Windows
Directory, each using 1.5 to 8.0 MB of space.

Is it OK to delete these. They seem to be Uninstall programs.

It's best to keep them

if you ever need to uninstall a service pack, you'll need those
 
They can be safely deleted from windows explorer. If your system is running
fine for a while now after the fixes and you do not believe you will have to
unistall the hotfixes, then go ahead and delete them. Once deleted remove
the entries from add/remove programs as well.
 
keep in mind these should only be deleted if you absolutely need HD space.

you never know what weird problem will occur with microsoft where you'll
need to remove a hotfix.
they may release a hotfix in the future that will conflict with an existing
patch, it's happened before...
They're known for not fully 100% testing a critical update patch just so
they can quickly release it.

Those are there so you could *uninstall* the patches. Each corresponds
to a folder of files needed for the purpose -
Windows\$NTUninstallQnnnnnn$ (or KBnnnnnn) for the fix described at
http://support.microsoft.com/?scid=kb;en-us;nnnnnn

If you decide you will not want to uninstall a fix (and if all is
running smoothly you probably won't) then delete the folder. If you
then try in Add/remove, to Remove that one, it will fail, and you will
be offered the option of removing the entry there
