I've had this problem in the past (on my folks machine, aftedr my nephew
used it), and I found I had some nasty malware. Which I removed with a combo
of MS Antispyware, Ad-Aware, Spybot S&D and doing a full scan with Nortons
(all updated of course)

John , do you have a security suit such as Norton AV or Norton IS ,or McAfee
,Zone Alarm ,Panda ,Kaspersky or something else that includes a firewall
protection.

If so and if you use it ,this software is disabling the Windows Firewall.
Manage the security software's settings.

If you don't have or theirs firewall protection is off , you definitely have
a malware. The MALicious softWARE is turning the Win Firewall off to receives
easily remote commands or to be easily for a hacker to get into your computer.

Please ,perform the malware removal instructions ,probably the fast one ,on
my web-site to clean the malware
