Windows XP File & Print sharing Issue

I've got what I believe is a potentially difficult problem to solve given the
amount of time I've already spent trying to fix it so here goes...

I have two machines that both are running XP SP2. Depending on which
machine boots up first, it becomes the browser master and is able to see both
machines but is unable to access the 'other' machine. It throws an error of
"...laptop... is not accessible... you may not have permissions..." error
message. I've checked all of the following:
All firewalling is turned off (including at the connection level)
Netbios is enabled on both machines
The browser services is running on both machines as well as the netbios helper
Both machines are on the same network, subnet, domain
Both machines access the internet through a wireless firewall router via
cable modem and all Internet access works fine

The only thing that seems to vary depends on which boots up first. The
first one up becomes the browser master (using browstat to view).

Any help or ideas to try are appreciated! Thanks in advance.
 
For one, you only need to run the browser service on one machine. Disable it
on one....
 
For some reason I can not post a new message, so Im posting to this one...

I know there are a few other queries on this sight that seem to be similar
but I have followed them all and I am really struggling.

I have 2 PCs all running XP Professional SP2 networked with a SMC router.
SMC support has verified its configured correctly several times.
Desktop cannot be accessed by laptop, but I can access laptop from desktop.
Ironically, prior to removing all the virus software on both computer, the I
could access the desktop from the laptop, but not vise versa

I access the computer simply by Start/run/IP address, eg:
\\192.168.2.11

From the laptop I get the 'logon failure: the user has not been granted the
requested logon type at this computer' message

I can ping both directions.
I have static IP Desktop: 192.168.2.10 and Laptop: 192.168.2.11
Simple file sharing check box under tools/folder options/view is enabled.
Ive tried it without the box checked as well.
I did the guest regedit


File & print sharing are turned on, I have removed all firewall software
