When a user holds his left mouse key down on the windows desktop why does a
frame or box appear when the mouse is moved -- and then this frame or box
disappears when the left mouse key is released?

Any time you hold the left key down you can create a box around a paragraph
or picture.
This can be used for copying or what ever.
Nothing to be concerned about.

Also if you press the control key and the letter C after highlighting text
you copy the text to the clip board.
On the start - run line type clipbrd to see the text, or go to either Paint
or Notepad and press CTRL and V to see the text for editing.

Drag a rectangle to select all objects within the rectangle.

If you do not select any objects, you just see the rectangle until you
release the left mouse button.

Drag the rectangle to include an object or two and see what happens.

drag
[[To move an item on the screen by selecting the item and then pressing and
holding down the mouse button while moving the mouse. For example, you can
move a window to another location on the screen by dragging its title
bar. ]]

You're also dragging even if you are not moving anything.

Also called drag and drop.
