windows XP Desktop appearing

My windows XP system comes up and it just shows me a blank screen with
the mouse pointer on it. The mouse pointer can be moved.
I have tried to boot in Safe mode bust still have the same suitation
where as if i am tying to boot the system in save mode with command
prompt, the system is booting and giving me the command prompt
screen.

From Safe Mode with command prompt try a system restore to a point before
this problem started. From the command line give this command to open
system restore:
c:\windows\system32\restore\rstrui.exe
