Windows XP Continuously restarting after installing sound card

Windows XP Continuously restarting after installing sound
card. I installed a Fox Multimedia Gamesurround 4-CH.6-
CH PCI Sound Card A-4620(which show up as a Crystal
Fusion device in System manager and Sound setup. It
works ok except I cannot get the computer so shut down,
it continuoulsy restarts. Any Ideas

Start in Safe mode, uninstall it, move it
to a different PCI slot, reinstall it.

Let us know what happens.

You want me to start in SAFE mode and while its running

move it? .. I tried to move it already to another slot
and same thing happens.
