windows xp can't find programs

All of my programs no longer run, when I try to run a
program like Outlook Express I get an error message
saying "Windows cannot find 'C:\Program Files\Outlook
Express\MSIMN.exe'. Except for the path and file name the
message is the same for all programs that I try to run.
The programs are where they should be and if I do a
search for them they are found. Clicking on the actual
file not the shortcut does the same thing. All of this
started after I figured out that my computer was infected
with a MBR virus. I used the repair console from the xp
cd and ran fixboot, then I used Norton Antivirus and it
found 27 viruses and adware threats. After they were
deleted the next time I booted none of the programs would
work. I tried a repair install and it's still doing the
same thing.
 
I would back up your data and start over. After that many viruses you may
have a lot of irrepairable registry damage.

At this point, I would do a clean install by deleting the hard drive
partitions, creating new ones, and formatting the drive. You've
probably had too much damage to repair at this point.
