Anybody know if I can install the same copy of XP Pro as a virtual computer
using MS Virtual PC?
A) Is it legal? (It is still on one machine)
B) Will the activation allow it?
Thanks

No, you cannot install and activate the same Windows XP
license installed as a second copy on the same computer.
You'll need to purchase a new license for a second installation
even though its installed on the same computer.

Please take a moment to read the EULA.

Go to Start > Run and type: WINVER , and hit enter.
Click on "End-User License Agreement".

Steve as Carey has already answered.
The easiest way to avoid any confusion about the licensing for Virtual PC is
to treat each and every Virtual PC you create a real PC and then just follow
the licensing for that PC. We do not treat a Virtual PC any different to a
real PC for licensing. Even if the Virtual PC is not active ad jus a file on
a server some where - this is equivalent to a PC that is just powered off
and in storage somewhere. If our software is installed on it then you need
license.
