Windows Won't Start

I've been having this problem periodically for about 6 months.

This is an older desktop (custom) that's about 6 years old. It's
running XP Pro sp2. The processor is the AMD equivalent of a
Pentium III chip [Athlon 956(?)].

When I start up the computer it gets as far as the loading screen
(black, with the XP Pro logo and the bar moving across below it), but
won't move pass that point. No error warnings.

Sometimes it was difficult to get it into the safe mode, but that hasn't
been a problem these past couple of days.

I've tried system restoring from the safe mode, checking for viruses,
error checking the HD (it still doesn't get past the loading screen, so
it never gets that far), and even changing the HD a few months ago, but
nothing seems to work.

A friend suggested that it may be the CMOS battery, but it doesn't match
the symptoms I've read about so far. I suggested to my friend that it
might be related to the system's clock, because I could spend hours
trying to get it to start, without success, only to have it start up
just fine the next day.

I've also had a problem in the last month where Windows would get stuck
on the blue "shutting down..." screen. I let it go for about an hour and
a half one time, before just shutting the power off from the computer.
Even then, it would start up with out any problems.

I did a repair installation about 6 months ago and did a fresh install
on this new HD a few months ago (that I purchased because of this
problem). This is why I'm leaning towards it being a hardware problem
(other than HD).

This all led me to get a new computer, but I still need to recover some
stuff from the old computer.

Any solutions for this problem?

Depending on where the bar is might point to the hardware in fault, towards
the end it checks the video card/drivers, then brings up the login screen,
you might try a swap with a known good card(s) and or remove all but
essential hardware and try replacing one at a time to pin point the problem.
