Windows won't shut down when dial-up Internet connection is active.

Instructing my computer to shut down or restart now only works when my
Internet connection is closed; if the Internet connection is active, Windows
will not automatically disconnect and then shut down but waits for me to
manually close the connection first. Once I close the connection manually,
Windows proceeds with the shutdown process, immediately. If anyone can
offer me some insight into what might be causing this behaviour, I would be
really grateful. Thanks for your help.
