Windows wont install programs

Anytime I try to install a program or run a setup file from anything besides
my cdrom (such as on on HDD or d/l from product site) I get the following
error

MSIEXEC

Windows cannot access the specified device, path, or file. You may not
have the appropriate permissions to access the item.

I tried to run MSIEXEC from run menu and it tells me access is denied as
well. I am on the administrator account (only account on the computer) and
have tried a repair/reinstall of windows. Is there anything other than a
total reinstall that will fix this?
