Windows will not start at all

I connected a 9 pin cable from some sort of switch to my computer input and
it shut down immed. When I removed the device and restarted, Windows gave me
an error and asked what mode to start in. I tried starting normally, with
the last working conditions, and all 3 safe modes, but it just power cycles
after quickly displaying a blue screen that I cant read fast enough. I tried
inserting my WinXP home disc to reinstall, but cd wont boot either. Please
help me!
 
If you can get to the BIOS, change the disk order to the CD drive as the first
drive to boot from, save and exit. Depending on which computer/BIOS you have
depends on how you enter the BIOS (setup), check your documentation or
manufacturers support site for info on entering the BIOS. If you can see the
POST, first screen on boot that shows the memory count, drive and device
detection, press the Pause key as soon as you see it. The POST screen should
have what to press to enter the BIOS. Press any key to resume boot and press
the key/s noted from the POST screen.

Depending on the type of disk you have, you may or may not be able to run a
Repair Install which should leave all of your installed apps and data intact.

Do yuo have any idea what this 9 pin device was???
Is this desktop or laptop? Make model
I only know of "2" safe modes!!
Do yuo know how to set yuor computer to boot from CD?
Do yuo have floppy drive?
How many HDDs?
far as yuo now one partition on HDD with only OS installed?
