windows will not boot up

I get the following message when trying to boot my computer: Windows can nor
start because the following file is missing or corrupt: <windows
root>\system32\hal.dll. What does this mean and how can I fix it? Right
now I can't even get to my desktop. I tried putting in my operating disk,
but nothing happens. Thank you.
