Open Control Panel > Hardware and Sound > Sound > Sonds tab.

the startup sound itself is hardcoded inside a dll, so NO, but what you can
do is this,

Open Control Panel > Hardware and Sound > Sound > Sounds tab

you can disable it by unchecking the startup sound box, and then change the
LOGIN sound to whatever you want
 
1) Uncheck the startup sound form the check box
2)change the Windows LOGON sound
