Windows-Virtual memory minimum too low

When I download large or small files I get this pop-up
telling me:Your system is low on Virtual memory.Windows is
increasing the size of your Virtual memory paging file.
during this process,memory requests for some applications
may be denied. Can you tell me how I can fix this I have a
brand new Windows XP.
