Hi Pervez,
Open IE>Tools>Internet Options> Security> Trusted Sites Zone.
Sites>Click "Require server verification (https:) for all sites in
this zone" to clear the selection.
Now add Windows update site to the trusted zone.

Click Custom Level and select Enable for the followings:-
1]Download signed ActiveX controls.
2]Download unsigned ActiveX controls.
3]Initialize and script ActiveX controls not marked as safe.
4]Run ActiveX controls and plug-ins.
5]Script ActiveX controls marked safe for scripting.
Click OK

I'm also having the exact same problem on an XP home
machine, so was delighted to see your answer.
Unfortunately, setting all activex controls to "allow"
and using trusted sites as well as all the tips in the
microsoft article - nothing has worked! still being told
that activex won't allow the page to display properly and
still being told that the administrators account doesn't
have the permissions to view or install updates.

Any other suggestions/articles could seriously lower my
blood pressure! - Thanks

P.S forgot to add: have tried logging on as system admin
in safe mode with networking and have run full, up to
date virus and spyware checker.

Go to Control Panel - Internet Options - security page. You then have
two possible actions:
One, select Internet Zone and take the slide down from High to Medium.
That has right now a vulnerability to an exploit that has just been
discovered that may result in some web sites running some very nasty
code on your machine, to log confidential data.

Or, highlight Trusted zone and click Sites. Have the 'requires server
verification' unchecked, then
Enter http://*.windowsupdate.microsoft.com in the pane and click Add.
Also Add
http://*.windowsupdate.com
http://www.microsoft.com
