Windows Update kb824145 won't fully install

For some reason when my computer detects that an update
is needed that it seems to be the same one everytime
(Cumulative Security Update for Internet Explorer
KB824145). No matter how many times I download it and
restart my computer immediately afterwards it would still
say that the update isn't on my computer. Any ideas why
this may be and how to fix it?
