Windows update install hangs

Windows update downloads the critical update files ok, says "Initializing
installation..." and hangs. Clicking cancel produces the message "Canceling
updates..." and remains hung. Rebooting does not fix the problem and I have
Symantec Internet Security disabled.
System is Win XP Pro SP2 on a Dell Inspiron 8200.
Help!
