Windows Update Balloons not appearing

Hi.

For about a month now, the little ballons from the
taskbar are not appearing. I can hear the little pop
noise but the balloon does not appear. I purposely did
not install an update so I could play around with the
balloons but I could never get the balloon to show up
even though I heard the sound. Has anyone else had this
problem. I originally thought it was because I had
programs such as Window Blinds, Object Dock, and Object
Bar running but even without those running, it doesn't
work. I would really like to get this problem fixed.

Window Blinds may have altered the Registry to prevent ballooning. You
can check to see it that's the case.
Follow the instructions below and change the value of EnableBalloonTips
to 1. To do that rt click and select Modify.
Get Rid of Unwanted Balloon Tips
Open up the Registry Editor and expand the tree to display the following
key:
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \
Explorer \ Advanced
Then, created a new DWORD value named EnableBalloonTips and set it to
0x00000000.

Thank you for your fast reply. I went into the Registry
and I had a question before I try this. First, I found
the EnableBalloonTips key in the registry. Can I just
edit that key or should I create a new one like you said?
