Windows Temp folder - unable to remove a file

In my Windows Temp folder there is a large file:- nvcbin.def.429cd0a0.tmp -
59mb in size. I cannot delete this file as it says a person or program is
using it. I have deleted it in Safe mode using the Command Line but when I
reboot the computer the file returns within a few moments!
My virus checker (F-Secure) does not have a problem with the file.
Can any one tell me what this file is doing & what I should do to
permanently remove it? Thanks

Check Google for "nvcbin.def". This seems to be an
NAV temporary file. If you don't like it then perhaps
using a different virus scanner might be the answer.

Strange, as I use NAV 2008 and can not find this file. It could be a NAV
setting (possibly background scans) that creates this file.

Have you previously used Norman (not Norton as suggested by Pegasus) and
what is it's present status? You should only have one anti-virus
programme installed. However, there is some suggestions in the further
link of collaboration between F-Secure and Norman.

Perhaps JS because the reference should have been to Norman and not
Norton.

It's a definition file used by Norman Virus Control which is overwritten each
time the defs are updated. I haven't looked into F-Secure to see if it's a def
file for it or if Norman is even affiliated. Have you tried disabling F-Secure,
deleting the file and checked to see if the file returns? If it does the
F-Secure is using it.

Thanks to everyone who's posted a response.

I only have one anti-virus installed: F-Secure. I've never had Norton nor
Norman a-v on this computer. I'll try the idea of exiting F-Secure then
delete the file & see if it still returns. If it doesn't then that strongly
suggests it's part of F-Secure. I've asked F-Secure about it but so far no
response.

I've got the answer from F-Secure to share with everyone! They wrote to me:
"The file is not malware. It is part of fsecure's files. You can delete it
in safemode if you want to save space.
But everytime an update is done, the file will appear again."
As I use F-Secure I'll leave the file alone!
