Windows Task Manager

Alright this morning I woke up and tried to get on my computer. I needed to
log off another one of my accounts on my computer so I tried to get the Task
Manager up to do it from there. That's when I found out I had a problem, the
window with the message "Task Manager Has Been Disabled by Administrator".
Alright I'm not a complete novice at Windows or am I an expert by any stretch
of the word. I however tried to look through everything that i could in my
windows settings and could not find anything about disabling Task Manager or
even enabling it for that matter. So the question is this?

How did this setting come about, and how do I enable it now?
 
Probably a virus, spyware or something else has applied a policy that disables Task Manager. Read this KB article:
