windows task manager

when I view windows task manager, the system idle process reads 1, but no
other process is taking up cpu time. I had so terminal server users
complaining about slowness. they may be unrelated but I would like to find
out. Is there any way to trouble shoot task manager?

Do you see the problem in Safe Mode? Is the system sluggish?
