Windows task manager disabled

When a program has not been responding and I use
Cntl+Alt+Del to bring up Windows Task Manager, dialogue
box appears advising that Task manager has been disabled
by administrator.
I certainly havent deliberately disabled this function &
would very much like to know how to enable it again! If
anyone has had this problem, please help!
