Task Manager

[Catalina]

Can anyone help me enable the Task Manager ?
When I use the CTRL+ALT+DEL command, a dialog box kindly
informs me that the Task Manager has been disabled by my
Administrator.
Even if I run TASKMAN.EXE as Administrator I cannot solve
the problem.
My OS is Windows XP.
