Windows Task Bar Not Visible

When a user logs in the Start button and Task Bar are visible for a short
time then disappear. Since I can't get to the Control Panel I can't change
any settings in these user accounts.

How do I make the Start/Task Bar visible in each user account. Somehow I
got it locked on mine, but not the family's...

Do they appear when you move the mouse pointer to the bottom of the screen?
(I suspect not, but we have to start with the basics). If so, right click on
the taskbar, go to properties, then remove the tick from "Auto-hide the
taskbar".

If not, then what happens when you press the control/CTRL and escape/ESC
keys at the same time?
