maximized window hides task bar

I created a simple form and started in maximized. On two different PCs in one
case the application window was over the taskbar and hid it completely, even
though the task bar was set to "On top of all windows". On another PC (also
Win XP and the same task bar setting) the task bar showed above the
application window. In both cases the maximized window didn't take the task
bar size into account. If I start the same application in normal size and
maximize it by the maximize button, the task bar is visible in both PCs and
the application does take the task bar into account.

Any comments on that?

The one time I had problems with programs behaving differently on
different PC's it was because some had AutoHide on, and some didn't.

Well, in my case they both are set up pretty much the same. No Auto-hide on
both machines. Only difference is that one has a two monitor setup the other
has just one. But that is not the real problem. What really drives me crazy
is that the application on both machines ignores the height of the task bar,
if it's started maximized, but takes it into account if it's started in
normal size and maximized afterwards.
