windows\system32 recovery error (tmp already exists )

This is the 2nd time that I have gotten the error

Windows XP could not start because the following file is missing or corrupt:
\WINDOWS\SYSTEM32\CONFIG\SYSTEM

I was successful at following the instructions at the support.microsoft
website
http://support.microsoft.com/default.aspx?scid=kb;en-us;307545
the first time but now this time when I go in to the recovery console and
type the very first line in step 1

md tmp

I get an error that says " A directory or file with the name tmp already
exists."

How do I get around this to again fix my win32 files? Im sick of this
happening.

The command simply creates a temporary directory. Since it already exists
you can just go to the next step.
