Windows system32 file missing on new computer

Just bought a Iqon computer for my son for xmas. Turned it on for a first
time and when it was loading there was a notice saying that a system32 file
was missing. I did a system restore on the computer - it didn't come with a
disc - it has it built into the computer if u press F10 at startup. Still the
same thing happened. Does this sound like a faulty install of Windows XP
home. even on the recovery application. Your help would be greatly
appreciated.
