Windows start reloops

Installed Directx 9 after installing new video card.
Computer continously restarst. Safe Mode is not working,
after selecting it continoulsy restarts. It goes all the
way up to the last screen of windows before entering the
system then restarts. I dont have a restoration Cd. I have
repaired using the installation cd. Help
