Either click on the Start button or press one of the Windows keys on your
keyboard.

Your message isn't clear about what you want. If you right click start and
choose Explore you will get one thing. If you choose Properties you'll get
something else. Either could easily be what you want. So could some of the
other guesses above.

That's not the "Start" menu (AFAIK) that's the "Boot Up Options" menu. - big
difference!

Simply looking at another way to interpret the way some post. I've never
seen anyone not knowing to click the Start button on the Taskbar where it
is in plain site.
