Windows shuts down, but PS keeps running

** I am posting this on two different newsgroups because I can't figure out
which is a better fit so please excuse the repetition **

I recently re-set up 2 totally different computers with Win2K and ended up
with the same problem on both computers. The first is an older HP Pavilion
with a Celeron, I think, 256 ram and a 300 watt power supply and the new one
is a P-IV, 1.8, Intel M/B with 512 ram, a new P-IV P/S and so forth nothing
out of the ordinary. The HP ran an upgraded version (from ME) of Win2K
before I reformatted the HD and reinstalled a fresh copy of Win2k. On the
new P-IV I did the same thing. After installing the OS I installed (on both
computers) all the drivers, Service Packs, Critical, Security & Recommended
updates, Nothing else I can update with the possible exception of the BIOS
on the HP, which shouldn't matter because Win2K ran fine before. Now neither
computer will completely turn off. Don't get me wrong, Windows shuts down (I
am not getting the ("It's Ok to Shut ....") manual shutdown screen I
actually hear Windows turn off with a click, but both computers power
supplies keeps running. I have checked the BIOS/CMOS setting to make sure
that the switch is set to "Shut Down" or "Turn Off" if it's available and
there doesn't seem to be any weird or different setting in the Power Options
settings. Is this a Semi-regular occurrence with WIn2K, like the phantom
shutdown problem with some Win98SE installations?

Any help is greatly appreciated,

Hi Scott,
Let me know if you find an answer to your problem because I have an old HP Pavolion 6535 that does the same thing. The computer powers off, goes past the "Safe to turn off computer" screen then windows shuts down and the screen goes black but the hard drive is still on and the power supply is still running and it clicks faintly. In oeder to find out if it is the OS or hardware I disconnected the hard drive completely and it still does the same thing. Pushing the power buttun simply starts it up again. It's think it's either in the power switch or something to do with the bios (which I upgraded and didn't help) or the power supply itself is faulty and won't turn off.
