Your problem has nothing to do with ADO.NET. I would suggest you go to IBM
support chanel to ask this question.

Based on my understanding, the DB2_Runtime_Client_Windows_x86-64.exe is
shipped with WebSphere Federation Server Developer Edition on Windows for
(AMD64 and Intel EM64T) 64-bit systems. And you have to use IBM passport to
download it. You'd better to contact IBM support to get a confirmation.

After talking to our IBM rep and putting in an IBM support request and about
4 hours on the telephone.

If you need to the IBM runtime, do not goto the IBM runtime page.

This does not have a 64 bit intel driver.

Instead goto the fixpacks page.

and look for
V9.5 Fix Pack 3b for
Windows (x64, 64 bit)
"IBM Data Server Driver for
ODBC, CLI, .NET and Open Source ".

This has the driver you need.
