Windows XP windows server 2003 CALs issue

so i've come to find out i need to buy more liscenses in order to connect more than 5 computers to a server 2003 machine, i didnt mind microsoft ripping me off with more money but what i do mind is that when i come to enter the liscense i get the message "the liscensing looging service is not running on the target machine, or the target machine is not accessible "
what exactly am i doing wrong..i've logged in as admin, the domain is working and functional
