Windows Security Center window will not pop up

Using Vista Home Premium Dell 1526 laptop.

I found that the last major security update from Microsoft would not
install. Working with Vista support, we found two catalog files that were
corrupted.

I had to re-install Vista from the Dell furnished disk. Microsoft Updates
then downloaded and installed....all 206 Mb of them.
However, now the security center will not come up. The process IS running
(Task Manager shows...Windows Services shows).
I have a warning icon on the taskbar as I am not using Windows Firewall, but
Norton.
Before, I could have the Security Center ignore the fact that Windows
Firewall was not running...but can NOT now. No window pops up for
selections.

I CAN turn on/off Windows Firewall and Windows Defender. They are working.

Microsoft Vista Support is at a loss...

I found that the last major security update from Microsoft would not install. Working with Vista
support, we found two catalog files that were corrupted.

1) The .cat files were corrupted by Norton.

2) The lack of the Vista Security Center means that Norton is managing
it's *own* Security Center.
So, if you want to use the Vista one you'll have to uninstall Norton.

To avoid future corruption issues suggest you configure Norton *not* to
scan nor monitor .cat and .manifest files in WINDOWS\winsxs.

EX: use the files' locations and the wildcard [*] to have .cat and
..manifest files not scanned nor 'realtime' montitored

WINDOWS\winsxs\*.cat
WINDOWS\winsxs\*.manifest

Thank you Mow..

Went to Norton AV, settings...exclusions...and set it to not scan or monitor
those files.
It is strange that everything worked together, including the Security Center
Window coming up until I had to re-install Vista to correct the two
corrupted catalog files.
Windows Security Center IS working according to running processes etc...just
will not come up.

I have Enhanced Vista Support working on this now too... The first support
fellow could not come up with a solution.
The next level up guy suggested several things but they haven't worked
either.

Really, I could care less if the window doesn't come up as I can turn on or
off Windows Firewall and Defender directly. I just had to disable the
Norton "intrusion detection" (firewall) and activate the Windows Firewall as
Norton was screwing up my WiFi hookup to my own private security network.

I suspect that the latest Microsoft updates,now installed, are conflicting
with the "Security Center" of Norton...as you say, Norton is providing the
"Security Center" and overriding the Windows Security Center. It is a
really tough chore to get rid of the Norton Programs. Norton does have a
"removal tool" that takes everything Norton off the computer...however...I
use Norton Ghost for my backups and would be screwed without it. It has
saved my bacon on too many occasions. I may attempt to remove all Norton
products, then re-install Ghost and see what happens. I will still have all
my backups on an external drive (which will be disconnected during the
removal process).
