Windows resizing button

There's usally a button on every window next to the minimize button that
allows you to quickly resize the window to better fit your screen. For some
reason that button is no longer available. I must have turned it off somehow
and can't figure how to turn it back on. How is this done?
 
minimize, maximize-restore and close

those are the 3 buttons..

however on some types of windows the maximize does not exist...

if you are not seeing it on a window like ie7 or windows explorer then guess
what?
You ran into another one of the million buggs in vista..

you cannot turn it off on purpose...
so its a bug
 
Which windows are you not seeing it on? Please note, the Restore button is
not available on dialogs and modal dialogs.
