Windows Repair -won't start!?

I tried off the CD and after adding to the local drive: after starting
repair, I specify the location of Windows (C:\Windows), type in the
administrator password and it sits at a C:\Windows prompt ...... How do I
get it going?

It sounds as if you ended up booting into the Recovery Console.
You might want to try the following:

Boot from the CD.
When the "Welcome to Windows Setup" screen appears hit Enter, not
R.
Hit F8 to accept the licensing agreement.
On the next screen you should see a listing of your current
installation and be presented with the option to repair. Here's
where you hit the R key.
