So does Windows Presentation Foundation come with Whidbey and 2.0? or is it
slated for a later release like with Vista? The world is getting all hyped
up over Windows Presentation Foundation but i'm not understanding why since
its so far off.

Well, it may only be about 9 months away for release. That's not a
terribly long time to get up and running and ready to have software
ready to release soon after the platform is finally released.
