Windows open with external harddrive

When I switched on the USB external harddrive, usually there is a
window that pops up, going throuogh all the files on the drive.
What is it for? But now this window no longer pops up. Why is that?

The Window is AutoPlay. When a new volume is mounted, XP checks
the content and offers appropriate actions. It's possible on a previous
session you tic'd/checked "Take No Action" and made that action global.

You can check and modify AutoPlay with Tweak-UI for XP.

I just tried it by enabling autoplay for CD, DVD and removable drives.
It still does not work.
The autoplay window still does not pop up, after I switched on the
external drive or after I put in a CD.
